
Guide to aid for housing rehabilitation in Madrid
At Studio by Clikalia we know how important it is to rehabilitate a house to make it more accessible, sustainable and energy efficient, but we also know very well that it usually involves a significant investment. For that reason, this guide was created with the aim of guiding any individual who wants to rehabilitate their home or property in which they live, and have some kind of aid or subsidy.
The aid for housing rehabilitation in Spain, within the framework of the residential rehabilitation program of the Recovery, Transformation and Resilience Plan (PRTR) of the NextGenerationEU of the NextGenerationEU funds, remain in force in 2025. These grants seek to improve the energy efficiency and habitability of homes.
Rehabilitation is understood as any constructive action that improves the conditions of the dwelling, such as structural safety, protection against humidity, lighting, ventilation, energy efficiency and installations, with the aim of obtaining a minimum improvement in energy efficiency.
The Government has extended the tax benefits associated with housing rehabilitation until 2026, allowing work carried out during 2025 and 2026 to qualify for personal income tax deductions.
There are several support programs, in addition to tax deductions:
- Program to support rehabilitation actions at the building level.
- Program to support actions to improve energy efficiency in housing.
- Program to assist in the preparation of the existing building book for rehabilitation and the drafting of rehabilitation projects.
- ICO guarantees to promote rehabilitation.
The Recovery, Transformation and Resilience Plan (PRTR) has 6.82 billion euros in funding, with specific allocations for residential rehabilitation, integral rehabilitation of buildings, neighborhoods and tax deductions.
Personal Income Tax Deductions for Housing Rehabilitation 2025:
- 20% deduction: For works that reduce heating and cooling demand by at least 7%.
- 40% deduction: For actions that reduce non-renewable primary energy consumption by 30% or improve the energy rating to A or B.
- Deduction of 60%: For energy rehabilitation works in residential buildings that meet the same energy criteria as the 40% deduction.
The maximum annual basis for these deductions is 5,000 euros. For the deduction in residential buildings, the excess can be deducted in the following four fiscal years, with a cumulative limit of 15,000 euros. It is important to note that the financial aid granted within the framework of these energy rehabilitation programs is exempt from personal income tax.
Other financial assistance depending on the performance:
- Rehabilitation of buildings: They cover between 40% and 80% of the costs, and may reach 100% in cases of economic vulnerability. The maximum amounts range between 6,300 and 18,800 euros per dwelling, depending on the energy savings.
- Improvement of energy efficiency in housing: Subsidy of 40% of the cost, with a limit of 3,000 euros per dwelling, provided that the minimum cost is equal to or greater than 1,000 euros.
- Preparation of the book of the existing building and drafting of projects: Amounts depending on the number of dwellings, up to €3,500 per book of the existing building and up to €30,000 per rehabilitation project.
- ICO Guarantees: New line that partially covers the risk of loans for rehabilitations that improve energy efficiency.
The tax subsidies are intended for property owners (habitual residence, rented or expected to be rented) and homeowners' associations. Other aid may benefit usufructuaries, tenants, public companies or cooperatives. For tax deductions, it is sufficient to prove the energy improvement by means of an energy efficiency certificate and to keep all the documentation (invoices, traceable payments). The other aids are managed by the autonomous communities, and information can be obtained from the Rehabilitation Offices or by contacting the governing body of each community.
Grants for Building Rehabilitation 2025 in the Community of Madrid
The Community of Madrid has announced, by Order of May 8, 2025, subsidies for the program to improve accessibility in and to housing. These grants are part of Royal Decree 42/2022, which regulates the Bono Alquiler Joven and the Plan Estatal para el acceso a la vivienda 2022-2025 (State Plan for access to housing 2022-2025).
Objectives: To facilitate accessibility in urban and rural environments, with special attention to people with disabilities, and to allow the enjoyment of housing without physical or sensory obstacles.
Budget: The call has 25,539,855.07 euros, with a possible additional amount of 25,000,000.00 euros.
Beneficiaries: They can be owners or usufructuaries of single-family dwellings, collective housing buildings or dwellings within these, as well as public administrations, communities of owners, housing cooperative societies, grouped owners and construction companies, lessees or concessionaires of buildings. Important: It is not possible to apply for aid if you have already received a subsidy from the Community of Madrid for the same action in previous calls, being this cause of automatic exclusion.
Types of eligible works:
- Installation of elevators, stair lifts, ramps, automatic door openers and other accessibility devices.
- Installation or provision of support products (cranes, similar devices) and guidance systems.
- Installation of information, communication or warning elements (visual, sound, vibrotactile signals).
- Installation of hearing support products (magnetic loops).
- Installation of communication devices between the house and the outside (video door phones).
- Installation of alarm devices in elevators.
- Domotic installation to promote personal autonomy.
- Interventions to facilitate universal accessibility in the interior of dwellings (circulation routes, bathrooms and kitchens).
- Interventions to improve compliance with DB-SUA conditions.
Ranking of files: Criteria for ranking validly submitted applications include:
- The older the property, the higher the score.
- The lower the number of dwellings in the building, the higher the score.
- One additional point for each resident with a POSITIVE (A) mobility rating who is homebound.
- The higher the number of residents with disabilities and the higher the recognized degree of disability, the higher the score. Residents must be registered and correctly identified in the Resident Consultation Authorization Addendum. An Excel calculator is provided to assist in the calculation of points.
Amount of the aid: The aid has a maximum of 60% of the cost of the action.
- 12,500 euros per dwelling for actions in single-family dwellings.
- 9,000 euros per dwelling and 90 euros per square meter of constructed area of commercial premises in collective residential buildings.
- 6,000 euros per dwelling when the action is in dwellings located in collective residential buildings.
- Increase of 3,000 euros more per dwelling in buildings or dwellings declared of Cultural Interest, catalogued or with some level of protection.
Period of Execution of the Works: The works must have started after 01/01/2022. The maximum period for completion is 12 months for single-family dwellings or dwellings located in residential buildings, and 24 months for buildings, both counted from the granting of the aid.
Requirements for buildings and dwellings:
- To be completed before 2006.
- To constitute the habitual and permanent domicile.
- In buildings, 30% of the dwellings must be the habitual residence (with some exceptions), 50% of the built surface must be for residential use, and the agreement of the community of owners must be obtained.
- To have a Building Evaluation Report (IEE) or technical report, dated prior to the application.
- Submit a project of execution of actions or technical report.
- Possess the corresponding administrative authorizations.
Submission of Applications: The deadline is from May 27, 2025 to July 28, 2025, both inclusive. Applications must be completed by means of a web form and submitted telematically through the electronic headquarters of the Community of Madrid, requiring an Electronic Certificate. Individuals without an electronic certificate may submit it at the Registry of the Regional Ministry of Housing, Transport and Infrastructures. It is possible to delegate the management of the procedure to a third party. The attached documentation must be in separate, clearly identified and legible files. It is possible to request the recovery of correct documentation from a previous application of 2023.
Taxation: These grants are considered capital gains and must be included in the Income Tax Return for Personal Income Tax purposes.
Green Roofs Plan of the Madrid City Council
The Plenary of the Madrid City Council has unanimously approved the Special Plan for Green Roofs (PAV), seeking to transform disused roofs into green roofs and spaces for neighborhood coexistence. This initiative, promoted by the Area of Urbanism, Environment and Mobility, has as its main objective to increase green infrastructure to mitigate the impact of high temperatures, promote healthier and more sustainable environments, and improve the quality of life in Madrid.
Although Madrid has 124,574 buildings, only 100 (0.08%) have green roofs, covering an area of more than 100,000 square meters. The Plan seeks to reverse this situation through urban planning and economic incentives.
Benefits for owners and users:
- Urban development advantages: Allows the construction of penthouses on the rooftop by means of a direct license, without the need for a detailed study (with some exceptions), speeding up the process if a green roof is installed. These penthouses can be used for permitted uses without exceeding the maximum buildable area of the plot.
- Spaces that do not compute buildability: If green roofs are implemented, the City Council allows the construction of bicycle rooms, storage rooms, archives, toilets, changing rooms, laundry rooms and other auxiliary rooms in attics or in other areas of the building (first floors, lower floors or under the roof) without computation of buildability.
- New common spaces: Tenants or users obtain new spaces for common use that otherwise would not be available.
Collective and environmental benefits:
- Improved thermal performance: Reduces heating and air conditioning costs, reduces indirect CO2 emissions and carbon footprint. Contributes to mitigate the heat island effect by humidifying the air and reducing the ambient temperature.
- Efficiency in rainwater management: Green roofs absorb rainwater, reduce the flow that reaches the sewage system and serve as a reservoir for its reuse.
- Reduced pollution and increased biodiversity: Vegetation filters particulate matter, fixes greenhouse gases and increases urban biodiversity.
- Acoustic and thermal insulation: The mass of the roof, especially the substrate layer, improves acoustic absorption and provides thermal insulation.
The City Council establishes a priority for the implementation of green infrastructures: first shady vegetation and landscaping at ground level, and then green roofs or facades if the above is not possible or sufficient.
